The Puerto Rico Department of Natural and Environmental Resources (DRNA) is the governmental agency in charge with regulating the contamination and pollution of our air, water and land. The agency also handles noise pollution, manages national parks, and grants fishing, hunting, and boating licenses. They are also in charge of the Vieques Bioluminescent bay Nature Reserve that includes the Puerto Mosquito bioluminescent bay and some of the surrounding areas.
The DRNA sent out a bulletin on March 15, 2020, regarding the extension of some terms and licenses, and the suspension of certain procedures during this time. The full document (Spanish) is available on their website:

All boating licenses are extended and valid through the 30th of April 2020.

The terms for the renewal of hunting licenses, fishing licenses, permits, and other licenses and endorsements are extended by the DRNA through April 30, 2020.

Until further notice, there is a temporary suspension of hunting season and all courses offered by the DRNA.

All Administrative Visits scheduled from the 16 to the 30th of March are postponed and any expiring term is extended until the 30th of April 2020.

All nature reserves, wildlife refuges, state forests, and recreational and bathing areas are closed until further notice.

This Administrative Order is in effect immediately and expires April 30, 2020.
The acting Secretary of the DRNA, Cynthia Rivera Morales, signed off on this order.
In conclusion: Licenses and terms for renewal are extended through April 30th, and national parks, wildlife refuges, and recreational/bathing areas are closed until April 30th or until further notice.
